The Environment Agency has published the final guidance on Decarbonisation Readiness (DR) in environmental permit applications, alongside our consultation response summarising stakeholder feedback received earlier this year.
These publications mark an important milestone in preparing for the implementation of the new Decarbonisation Readiness requirements under the Environmental Permitting (England and Wales) Regulations 2016 (as amended in 2025).
The guidance explains how operators of relevant new or substantially refurbished combustion power plants (including MCPs and SG’s) can demonstrate that their installations are decarbonisation ready when applying for an environmental permit. It will apply to relevant applications submitted on or after 28 February 2026.
