We are pleased to confirm that all publications supporting implementation of the Decarbonisation Readiness (DR) requirements are now available on GOV.UK.
The DR charge scheme amendments went live on Friday 27 February. We have carefully considered the feedback received through the consultation. Having reviewed the responses, we implemented the Decarbonisation Readiness charges as proposed from 28 February 2026. Updated standard rules permits and application forms are also available on GOV.UK.
These publications complete the recent updates needed to support implementation of the Decarbonisation Readiness regulations, which apply to environmental permit applications for in-scope plant submitted on or after 28 February.

As the regulations are implemented, we will continue to review the guidance and supporting materials to ensure that operators and permitting teams have the information they need to meet the requirements effectively. Supporting materials may be updated over the coming months where appropriate.
